Background: The factors influencing parents’ willingness to enroll their children in biobanks are poorly understood. This study sought to assess parents’ willingness to enroll their children, and their perceived benefits, concerns, and information needs under different consent and data-sharing scenarios, and to identify factors associated with willingness. Methods: This large, experimental survey of patients at the 11 eMERGE Network sites used a disproportionate stratified sampling scheme to enrich the sample with historically underrepresented groups. Participants were randomized to receive one of (...) three consent and data-sharing scenarios. Results: In total, 90,000 surveys were mailed and 13,000 individuals responded (15.8% response rate). 5737 respondents were parents of minor children. Overall, 55% (95% confidence interval 50–59%) of parents were willing to enroll their youngest minor child in a hypothetical biobank; willingness did not differ between consent and data-sharing scenarios. Lower educational attainment, higher religiosity, lower trust, worries about privacy, and attitudes about benefits, concerns, and information needs were independently associated with less willingness to allow their child to participate. Of parents who were willing to participate themselves, 25% were not willing to allow their child to participate. Being willing to participate but not willing to allow one’s child to participate was independently associated with multiple factors, including race, lower educational attainment, lower annual household income, public health care insurance, and higher religiosity. Conclusions: Fifty-five percent of parents were willing to allow their youngest minor child to participate in a hypothetical biobank. Building trust, protecting privacy, and addressing attitudes may increase enrollment and diversity in pediatric biobanks. (shrink)

This article will examine McCormick's moral epistemology both at the level of how human persons know values and disvalues, which hereinafter will be referred to as synderesis, and at the level of how human persons know the rightness and wrongness of an action, which hereinafter will be referred to as normative moral judgment. On the one hand, from this investigation it appears that McCormick operates with a dual moral epistemology, at least at the level of synderesis. This means (...) that at one point in time it appears that a significant shift may have occurred in his moral epistemology at the level of synderesis. This may also be true at the level of normative moral judgment. On the other hand, McCormick's moral epistemology may in fact be a synthesis, which is the product of development and maturity in his thought process. This article will articulate, examine, and analyse both moral epistemologies. The first moral epistemology is operative in McCormick's writing up until 1983. The second moral epistemology corresponds to McCormick's decision in 1983 to write primarily in the area of bioethics from a theological perspective. Since the year 1983 seems to be the pivotal time when these two moral epistemologies converge, I will refer to the first moral epistemology as “prior to 1983” and I will refer to the second moral epistemology as “after 1983.” Because of the numerous criticisms that surround McCormick's moral epistemology, and the ambiguity that it entails, McCormick needed to articulate his theoretical foundations clearly and develop them systematically and coherently. Numerous moral theologians called for him to do this, yet he never responded. A systematic understanding of McCormick's moral epistemology is not only necessary but crucial in examining various issues in bioethics. The preservation of life. The theme of a balance between dominion and limits is perhaps nowhere clearer than in the Catholic approach to life preservation. Rather it asserts that the facts that we are pilgrims, that Christ has overcome death and lives, and that we also will live with him yield a general value judgment on the meaning and value of life as we now live it: Life is a basic good but not an absolute one. In so doing, I consider the following issues: the ways through which a potential imperial hegemon might consolidate control over nearby lesser powers—and, conversely, how such less powerful polities might resist imperial encroachments on their (...) autonomy; the contrasting military modes and orders characteristic of ancient and modern republics; and the extent to which Machiavelli actually thought that accidents in foreign affairs were ever truly ‘accidental’ in light of his determinations concerning well- versus badly ordered domestic institutions. Over the last decade there has been a veritable explosion of Anglo-American interest in the works of Weimar constitutional and political theorist, Carl Schmitt. There has been concurrently a revival in the treatment of technology as a subject worthy of social-philosophical inquiry. Yet the two scholarly movements have surprisingly passed each other by. Surprisingly because as I demonstrate the German critique of technology is crucial for understanding the works of Schmitt, especially his criticisms of liberalism, and vice versa, theoretical confrontations (...) with technology, often dismissed as excessively abstract, could benefit greatly by observing the way in which Schmitt incorporated theoretical engagements with technology into practical-political treatises. The conjuncture of the critiques of liberalism and technology in Schmitt's writings may shed fresh light on the perennial problem of "technocracy" in liberal democracies and the potential for authoritarianism latent within it. The context in which fascism first emerged in Europe was characterized by a structural transformation--a fusion--of the economy, society and politics as welfare state conditions eclipsed the nineteenth century's--supposedly separate--state/society configuration. As the perceived agent of this transformation technology consequently aroused exhilaration, awe and fear irrespective of whether it was perceived as beneficial or detrimental. The analyses on the part of the intellectuals who engaged technology in this context were sometimes hysterical but also sometimes quite perspicacious. Soviet Communism, fascism and liberal technocracy were all posed as solutions to this situation. Since the 1970s industrial societies have undergone another structural transformation as a Fordist welfare state configuration gives way to a globalized one. This process has brought down Soviet Communism, but fascism has reemerged and liberal technocracy transmutes itself in not necessarily progressive ways. The considerations on these political alternatives in the wake of this century's first technological transformation by fascism's most brilliant promoter and liberalism's most relentless critic may not provide facile answers in the midst of this century's second transformation. But we must properly understand the past to accurately assess the present and insure that the disastrous outcome that befell a fragile liberal democracy such as Weimar's does not occur again. ABSTRACT There is limited guidance about whether and how to provide psychological assessment results to research participants. This paper considers several ethical challenges associated with offering individual research results in psychological assessment research. Additionally, the process used to return individual results within a study examining neurodevelopmental effects of anesthesia exposure in children and adolescents is described. Almost all participants requested to know if results were concerning; however, only around a third of those with concerning findings sought additional feedback. These beliefs cannotbejustified rationally but are impossible to give up. They differ from irrational beliefs because no amount of reasoning can eliminate them. There is general agreement that such a class of beliefs exists for Hume. There is differing opinion, however, (...) concerning which beliefs count as "natural." In particular, there has been much debate as to whether beliefin God is "natural" for Hume. Much of this disagreement concerning natural beliefs arises because not enough attention is paid to the different uses of"natural" in Hume. On his analysis, certain characteristics may be called "natural" insofar as their causes are found in human nature. These characteristics can be explained by reference to what Hume calls the original principles ofhuman nature. But they need not be necessary or unavoidable. It is only the original principles themselves, for Hume, that are universal and necessary for all human beings. And it is only those beliefs which necessarily result from original principles that are "natural" in a second sense: these beliefs are, according to Hume, "inseparable from the species." Only beliefs which are natural in this second sense are indispensable despite their lack ofrational grounds. Certain other beliefs, such as belief in God, are "natural" in some weaker sense, but are often taken to be "natural" in this second sense. My aim is to distinguish the different senses of"natural" for Hume and so determine which beliefs are "natural" in which senses. Natural belief Norman Kemp Smith was the first to discuss the existence ofa special class of beliefs in Hume.1 Kemp Smith first uses the term "natural beUef" in reference to the beliefin the existence ofbody. This belief, he says, is a natural belief"due to the ultimate instincts or propensities that constitute our human nature" (Kemp Smith, 151). Furthermore, this particularbeUefis not founded on reason or sense experience, yet no amount ofreasoning will cause us to give it up.2 "Certain beliefs or judgments," says Kemp Smith, "can be shown to be 'natural', 'inevitable', indispensable' and are thus removed beyond the reach of sceptical doubt" (p. 152). Two other beliefs which Kemp Smith says Volume XLX Number 1 103 MIRIAM McCORMICK Hume considere natural are belief in causal action and belief in the identity or unity ofthe self. The primary purpose of Kemp Smith's article is to demonstrate "that the establishment of a purely naturalistic conception ofhuman nature by the thorough subordination ofreason to feeling and instinct is a determining factor in Hume's philosophy" (p. 150). He developed this thesis in reaction to T. H. Green and other commentators who had claimed that Hume "merely develops to a sceptical conclusion the principles which he inherits from Locke and Berkeley" (Kemp Smith, 149). The discussion of "natural belief " is meant to show that Green is mistaken when he claims that Hume denies the existence of the external world and ofthe self. It is true that Hume says reason will not show us that such things exist. But because reason is not supreme for Hume, says Kemp Smith, we need not worry that such beliefs are not justified. Because Hume does not encourage us to give up such fundamental beliefs or even think that such an enterprise is possible, Kemp Smith maintains that, rather than being sceptical about such beliefs, Hume defends them from sceptical attack. There are certain behefs that it makes no sense to question. The doctrine of natural belief serves as an illustration of Kemp Smith's claim that Hume subordinates reason to feeling and instinct. Because his discussion òf "natural belief" is used mainly to illustrate a particular point, Kemp Smith does little more than offer a description of such beliefs. McCormick’s book engages with the theoretical and political positions discussed by the Italian philosopher Niccolò Machiavelli about five centuries ago, and, in particular, the creation of the tribunes of the plebs. In ancient Rome, plebeian power had been institutionalised through the creation of tribunes. According to McCormick, a similar institution would offer a legitimate forum for expression to the people in modern democracies. In fact, following Machiavelli’s suggestions, this would contribute to the implementation of a new form of (...) democracy, more respectful of the people and more eager to defend values such as freedom and independence from the influence of the powerful and the rich. In this review, Filippo Del Lucchese comments on McCormick’s book from a Marxist point of view. One of the strongest points of the book is the discussion of the opposition between democracy and republicanism. Over the last decades, the latter has in fact been absorbed into the sphere of influence of the Cambridge School, and neutralised, or at least defused its most interesting and radical aspects. McCormick’s attempt to repoliticise the Machiavellian discourse is indeed praiseworthy, yet, by mainly focusing on the ‘institutionalisation’ of popular power, McCormick fails to discern the most radical elements of Machiavelli’s thought. From this angle, the review discusses McCormick’s use of the category of ‘class’ and offers a different perspective on the revolutionary dimension. (shrink)

At the same (...) time, McCormick complains once more about what he calls the encyclical's misrepresentation of the proportionalists' views, as well as about a general misunderstanding on the part of critics of what proportionalism, consequentialism, and their teleological approach are really about. To begin with, I find it somewhat surprising that McCormick presents intentional understanding of human acts and their objects as something discovered by proportionalists. McCormick seems to evade this level of argument, however, and in this way appears to beg the question about one of the central issues in the debate. At the same, it is not entirely surprising that McCormick had some difficulty in dealing with the central point of my argument (and of similar arguments),5 because his methodology is so entangled in the categories of the strongly legalistic and casuistic manual tradition.6 In my article, I explicitly dealt with the difficulty of understanding a virtue and first-person-centered view from the perspective of the manual tradition: It will, however, never be possible to render intelligible this moral methodology on the grounds of an ethic which from the beginning is concerned with justifying " moral norms." This is so because in such an approach the distinction between " object" and further intentions necessarily drops out of view. Open peer commentary on the article “Perception-Action Mutuality Obviates Mental Construction” by Martin Flament Fultot, Lin Nie & Claudia Carello. Upshot: In my view, the clash between ecological psychology, enactivism, and constructivism in general has more to do with irreconcilable metaphysical and theoretical incommensurabilities than disagreements about specific mechanisms or processes of perception. Even with mutual enabling of action and perception, some internal process of self-modification is still needed if novel behavior is to be adequately explained.

The criminal law presently distinguishes between actions and omissions, and only rarely proscribes failures to avert consequences that it would be an offense to bring about. Why? In recent years it has been persuasively argued by both Glover and Bennett that, celeris paribus, omissions to prevent a harm are just as culpable as are actions which bring that harm about. On the other hand, and acknowledging that hitherto “lawyers have not been very successful in finding a rationale for it,” Tony (...) Honoré has sought to defend the law's differential treatment. He proposes a “distinct-duties theory” that in addition to the general duties we owe to everyone, we also owe distinct duties to a more limited collection of people and associations, specified by features of our relationship with them. Where a distinct duty holds, breach by omission may well be no better than breach by positive action. But absent a distinct duty, omissions, per Honoré, are less culpable. They are mere failures to intervene and improve or rectify things, whereas actions are positive interventions which make things worse. And, thus, the law has good reason to differentiate between them. (shrink)

Objectives To investigate empirically the motivations for not consenting to DNA biobanking in a Swedish population-based study and to discuss the implications. Design Structured questionnaires and semistructured interviews. Setting A longitudinal epidemiological project (PART) ongoing since 1998 in Stockholm, Sweden. The DNA-collection wave took place during 2006–7. Participants 903 individuals completed the questionnaire (participation rate 36%) and 23 were interviewed. All individuals had participated in both non-genetic waves of the project, but refused to contribute saliva samples during the DNA-collection wave. (...) Main outcome measures Motivations behind refusing to consent to DNA biobanking, with subsequent focus on participants' explanations regarding this unwillingness. Results Public refusal to consent to DNA biobanking, as revealed by the questionnaire, was mainly explained by a lack of personal relevance of DNA contribution and feelings of discomfort related to the DNA being used for purposes other than the respective study. Interviews of individuals representing the second motivation, revealed a significant mistrust of DNA biobank studies. The underlying beliefs and attitudes were associated with concerns about integrity, privacy, suspiciousness and insecurity. However, most interviewees were supportive of genetic research per se and interpreted their mistrust in the light of distressing environmental influences. Conclusion The results suggest a need for guidelines on benefit sharing, as well as trustworthy and stable measures to maintain privacy, as a means for increasing personal relevance and trust among potential participants in genetic research. Measures taken from biobanks seem insufficient in maintaining and increasing trust, suggesting that broader societal measures should be taken. (shrink)

In this paper, we discuss an approach to ‘design for wow’ that focuses on the emotions that constitute a wow-experience. In this approach, the eliciting conditions of these emotions are used to define a product character with a high wow-impact. In addition to the approach, a measurable wow-index is introduced. First, a concept of wow is described in which wow is explained as a combination of fascination, pleasant surprise, and desire. The eliciting conditions of these three emotions are examined and (...) combined to a ‘wow-appraisal.’ This concept is applied in the design of a mobile telephone. A combination of qualitative and quantitative research methods was used to formulate concern themes relevant for the wow-appraisal. These themes were used to create a layered product character and a prototype of the final design. An evaluation study demonstrated that the product designed with this approach rated higher on the wow-index than alternative products. (shrink)

The work _De spiritu_ is an important but neglected work by Aristotle. It clearly shows for the first time that Aristotle assumed a special body as the ‘instrument’ of the soul. By means of this soul/body the soul forms the visible body of plants, animals and human beings.

Integrated information theory (IIT) is a candidate theory of consciousness that highlights the role of complex interactions between parts of a system as the basis of consciousness – and, due to its general information-theoretic formulation, is capable of making statements about consciousness in neural and non-neural systems alike. Here, we argue that a system radically different to a human brain, host to complex physiological and functional structures capable of integrating information, can be found in the meristems and vascular system of (...) higher plants. Following a pragmatic and ontologically innocent approach, neither taking for granted that plants are conscious nor dismissing the possibility that they are, we argue that the time is ripe to apply analysis tools inspired by IIT to plants, taking advantage of recent developments in both plant imaging and information theory. We introduce and discuss the relevant literature, and pro information and integration in plant behaviour, assessing the plausibility of plant sentience. If successful, these experiments could position plants as the next frontier in consciousness science, and urge us to rethink our perspectives on consciousness, how to measure it, and its prevalence amongst living beings.
